   MINNEAPOLIS – When the new Minneapolis Central Library opened to the public in May 20, it came more than 20 years after the first grumbling about the need for an upgraded. Like most larger public projects, the campaign to build a new library was a decades-long, on-again off-again affair that crested and waned with the crisscrossing tides of public opinion, political wrangling and economic reality.
